There seems to be zero information about this tool available online. A few people selling it is about all. There’s patent date of 5-2-33 stamped on it, but I can’t find the patent using that date.
I found mention of a “Noyes F. Palmer Manufacturing Company in Brooklyn, in a copy of Geyer’s Stationer in 1903:
This tool might be considered a “mechanical novelty,” I guess. But that was 30 years before the patent. Doubt it’s the same company.
It’s a cheaply but nicely made tool.
